Prefer format-time-string to current-time-string
* lisp/arc-mode.el (archive-unixdate): * lisp/gnus/nnrss.el (nnrss-normalize-date): * lisp/tar-mode.el (tar-clip-time-string): Prefer format-time-string to reassembling current-time-string output.
