* lisp/avoid.el (mouse-avoidance-set-mouse-position): Don't raise frame.
(mouse-avoidance-ignore-p): Remove `switch-frame', add `focus-out'. Add more modifiers: meta, control, shift, hyper, super, alt. Fixes: debbugs:17439
