Use lexical-binding in saveplace.el and add tests
* lisp/saveplace.el: Use lexical-binding.
(save-place-to-alist): Doc fix.
* test/lisp/saveplace-tests.el:
* test/lisp/saveplace-resources/saveplace: New files.
