(sleep-for): Make the `millisec` argument obsolete
* lisp/subr.el (sleep-for): Set new advertized calling convention.
* src/dispnew.c (Fsleep_for): Adjust docstring.
* doc/lispref/commands.texi (Waiting): Adjust doc.
