Self-TCO in `condition-case` error handlers
* lisp/emacs-lisp/cl-macs.el (cl--self-tco): Recognise
`condition-case` handlers as being in the tail position.
* test/lisp/emacs-lisp/cl-macs-tests.el (cl-macs--labels):
Extend test.
